Weather control by China

China, also known as the centre of the empire, is now controlling the weather in order to grow better crops and get more harvest. It has been known for a long time that China uses weather control devices. And why should they not do it? USA does the same thing. The problem with this method is that when you create rain in an area you will also create drought in another area, because everything is about balance ( Just like goddess Maat ).
